    Notice on Arbitration Services and Related Matters During the Epidemic Prevention Period

    To implement the directives of the CPC Central Committee, the State Council, and the governments of Guangdong Province and Shenzhen for preventing and controlling the outbreak of pneumonia caused by novel coronavirus, effectively contain the epidemic, and better protect the health and safety of parties, representatives, arbitrators, and other participants of arbitration proceedings, the Shenzhen Court of International Arbitration (SCIA) hereby issues the following reminders for the epidemic prevention and control period (“epidemic prevention period”):

    1. The SCIA reopens on February 3, 2020 (Monday), in accordance with the notice of the State Council on extending the 2020 Chinese New Year holiday.

    2. Any party or representative needing to request for arbitration should first enter the case information online and then mail the case documents to the SCIA for case filing. For ongoing cases, please submit the required documents by mail or, upon consent of the legal counsel, online. In-person submission should be avoided if possible; if it has to be made, an appointment should be scheduled in advance. During the epidemic prevention period, in-person case filing or document submission is not available without an appointment.

    3. In-person hearing and examination of evidence originally scheduled between January 31 and February 15 are postponed. The new dates will be set by the arbitral tribunal and notified by the legal counsel. In-person hearing and examination of evidence originally scheduled after February 15 may be postponed at the discretion of the arbitral tribunal according to the circumstances. Upon agreement by the parties, such proceedings may also be conducted by remote video conferencing.

    4. Any parties, representatives, or arbitrators who need to contact the case filing legal counsels or case management legal counsels should do so by telephone, email, or other remote means. If due to an emergency a party or representative has to come in person to the SCIA’s offices, he or she should first make an appointment by telephone or electronically.

    5. If any party, representative, arbitrator, or other arbitration participant is unable to participate in arbitration proceedings (e.g., submitting documents or attending a hearing) as scheduled due to being placed under medical treatment or quarantine, traffic control, or other epidemic-related reasons, he or she may request for a postponement.

    6. By order of authorities, during the epidemic prevention period, the SCIA will take preventive measures in office premises and other crowded public areas, including disinfection, body temperature measurement, enforcement of the face mask rule, and logging of visitors. The SCIA may adjust the measures based on the development of the epidemic and kindly request your understanding and cooperation in the matter.

    7. In the event that the CPC Central Committee, the State Council, or the governments of Guangdong Province and Shenzhen changes the response level for public health emergency or adopts corresponding measures, the SCIA will strictly implement their directives and issue further announcements.
